Then thy elders and thy judges shall come forth, and they shall measure unto the cities which are round about him that is slain:

And it shall be, that the city which is next unto the slain man, even the elders of that city shall take an heifer, which hath not been wrought with, and which hath not drawn in the yoke;

And the elders of that city shall bring down the heifer unto a rough valley, which is neither eared nor sown, and shall strike off the heifer's neck there in the valley:

Deuteronomy 21 covers various laws: atonement for unsolved murders, the treatment of female captives, the rights of the firstborn in polygamous families, the handling of a rebellious son, and the burial of executed criminals.
CONTEMPORARY APPLICATIONS
1. Communal Responsibility: The elders had to wash their hands over an unsolved crime to testify to their innocence (v. 6-7). We are reminded that a community has a collective duty to seek justice and protect the innocent.2. Dignity in Judgment: A body hanged on a tree was to be buried the same day to avoid defiling the land (v. 23). Even in the administration of justice, human dignity must be maintained because of the image of God.
3. Family Integrity: Laws protecting the firstborn and addressing rebellion (v. 15-21) highlight the importance of order and justice within the domestic sphere as the foundation of society.
