5 שֹׁטֵ֥ר שֹׁטֵר H7860 HVqrmsa שֹׁטֵר active participle of an otherwise unused root probably meaning to write; properly, a scribe, i.e. (by analogy or implication) an official superintendent or magistrate: officer, overseer, ruler.
6 וּ/מֹשֵֽׁל מָשַׁל H4910 HC/Vqrmsa מָשַׁל a primitive root; to rule: (have, make to have) dominion, governor, X indeed, reign, (bear, cause to, have) rule(-ing, -r), have power.
